Job Duties:   
• Define high level business needs and facilitate business requirements meetings with business units.
• Work with business units to elicit and document business and functional requirements, create process flows, and identify system enhancements.
• Lead and manage project activities for requirements, change analysis, testing, and implementation using Agile and Waterfall methodologies.
• Coordinate and resolve of system issues with technical and business staff.
• Create project plans and track project activities, including status reporting.
• Test application enhancements and changes.
• Review and evaluate existing operations and new technologies to determine, recommend, and implement improvements.

Job Requirements:

Well qualified applicants will have at least 4+ years' of demonstrable experience in requirements elicitation, requirements analysis and documentation, formal project management with project planning and tracking, and leading testing of enterprise-class software applications.

Qualified applicants need experience in creating detailed business requirements specifications, process maps and implementation specification documents using industry standard software tools. They will also have experience in defining test cases and scenarios for testing of software applications. In addition, they must have experience in the software development lifecycle, software development project management, task assignment and prioritization.

Experience in problem solving and analytical skills, excellent communication skills, and working in a team environment are required. The ability to build and maintain effective relationships between business and technical staff, along with the ability to communicate with staff at all levels within the organization is required.  Candidates must be a self-starter, self-motivated and detail-oriented in performing their daily work duties.

Special Notes:    DOR will conduct criminal background and tax non-filer checks on candidates prior to offer of hire.  Interview results may be reused in accordance with the State of WI interview reuse policy.

• Implementation of business processes for a variety of applications
• Software business, technical requirements gathering, definition and project management skills
• Planning and organization/project management
• Ability to understand business requirements and convert business requirements into system requirements
• Excellent oral and written communication and people skills to partner with business and technical staff to meet business objectives thru the effective use of technology.
• Leadership skills and techniques
